The New Jersey Social Determinants of Health (“NJ SDoH”) is conducting a Hackathon whereby participants will engage in project solutions to address issues of equity, access, and chronically poor health outcomes for underserved and marginalized populations. During the Hackathon, NJ SDoH will be provided a dataset provided by the New Jersey Innovation Institute (“NJII”). NJII retains all property rights to the dataset. Each Participant agrees to only access and use the dataset provided by NJII in connection with the Hackathon. No Participant may copy or extract any position of the dataset or provide access to any part of the dataset to anyone, except solely to the extent required by your participation in the Hackathon. In order to access the data provided by NJII for the Hackathon, all participants must verify their understanding and agreement of acceptable usage of this data.
Participant understands and acknowledges that Consumer Privacy is critically important to responsible and ethical data usage. Regulations exist in certain industries to protect consumers’ privacy and establish restrictions for the use of associated data, which includes data that has been appropriately de-identified. Whereby acceptable use of Consumer Data can often provide positive results, any prohibited use may result in irreparable harm.
Participant understands that this dataset, in part or in its entirety, is made available only to participants in the NJ SDoH Hackathon. Any action to publish or otherwise share the projects or research conducted with the use of this dataset without written permission from NJII is expressly prohibited. No commercial benefit may be earned by anyone who has access to the NJII dataset as part of the Hackathon. This dataset, including any subset of the dataset, may not be shared with anyone or any organizations that do not have specific rights to access the data per the agreement between NJII and the participants.
Participant agrees that NJII makes no warranties with respect to the dataset, including without limitation warranties of merchantability or fitness for a particular purpose. NJII makes no warranty that the dataset is accurate or that the use of the dataset will be uninterrupted or error-free. NJII makes no warranty of any kind regarding, and Participant assumes the entire risk of, use of the dataset. NJII will not be liable to Participant for any injury, loss, claim or damage resulting from Participant’s use of the dataset, regardless of cause or legal theory.
By completing the form below and accessing the data provided by NJII for the New Jersey Social Determinants of Health Hackathon, I (Participant) acknowledge that I have read the agreement outlined on this page and agree to use the dataset provided by NJII in an ethical manner guided by these terms.
The New Jersey SDoH Hackathon (the “Hackathon”) uses a dataset provided by RTI International (“RTI”): “RTI Rarity”. RTI has developed and has proprietary rights in this dataset, which constitutes valuable trade secrets and intellectual property.
By signing this agreement, you agree to only access and use RTI Rarity in connection with the Hackathon. You will not copy or extract any part of the dataset or provide access to any part of the dataset to anyone, except solely to the extent required by your participation in the Challenge.
You acknowledge and agree that RTI makes no warranties with respect to the dataset, including without limitation warranties of merchantability or fitness for a particular purpose. RTI makes no warranty that RTI Rarity is accurate or that use of RTI Rarity will be uninterrupted or error-free. RTI makes no warranty of any kind regarding, and you assume the entire risk of, use of RTI Rarity. You may publish your results from the Hackathon, provided you: (1) cite RTI as the source of the RTI Rarity dataset, (2) provide RTI a copy of your proposed publication at least thirty (30) calendar days prior to submission, and (3) reasonably cooperate with RTI’s requests regarding accuracy and completeness with respect to statements involving the RTI Rarity dataset. No data from the RTI Rarity dataset, or algorithms based on use of the RTI Rarity dataset, may be published without RTI’s prior written permission. All notifications regarding publications must be sent to jbullard@rti.org.

Director, Cooper Innovation Center
Mr. Zalman is an accomplished IT leader with three decades of experience helping build industry leading technology-intensive companies. As CEO, Steve oversees Tecnologia’s strategic vision while driving growth and establishing Tecnologia as the leading partner of choice for mid-market strategic buyers of IT.
Mat has founded and built three, category-defining, sector leading companies. He was the Founder and CEO of Tanaros (acquired by Ongoing Operations), where he created the category of Application Continuity Appliances for ending email downtime. Prior to Tanaros, he was the CEO of All Covered (acquired by Konica Minolta) that, under his leadership, grew from a single office to the largest outsourced IT provider to US Small Business. He co-founded one of the first venture firms focused on building new enterprises in China, Generation Ventures. He was also a partner at Booz Allen Hamilton, focused on operational strategy development for technology-intensive Global 1000 Enterprises.
Chief Innovation Officer, Cooper Innovation Center
Michael Kirchhoff, MD, is the Chief Innovation Officer at Cooper University Health Care, where he actively practices Emergency Medicine. He is also an Associate Professor at Cooper Medical School of Rowan University.
He currently helps to drive organizational intellectual property commercialization as the head of the Cooper Innovation Center. His team plays a key role in identifying and development of clinical innovation. He also currently serves on the board of Stemplant, LLC, a vascular technology company.
He has been on key teams that have brought new business units to Cooper including Emergency Medicine Contracted Services, Urgent Care, Emergency Medical Services, and the Helicopter Transport Program. He has over 25 years of technology experience developing applications for clinical rounding and documentation, Graduate Medical Education procedure tracking, hospital revenue cycle audit, external provider post-acute communication, and ED over-crowding surveillance.
Dr. Kirchhoff also serves as the Patient Safety Officer for the health system. He has served as the Director of the Center for Urgent and Emergent Services, as well as the Medical Director of the Cooper Emergency Department and Urgent Care clinics.
Managing Partner at EnableHealth
Mark Stevens, FHIMSS is Managing Partner of EnableHealth, a professional services firm, which he co-founded in 2017. Since 2010, Mr. Stevens has also led the health IT consulting firm he co-founded, AARAHealth.
During that time, Mark Stevens also served as a Vice President at Best Practices Partners (BPP), a leader in healthcare training, process re-design and IT optimization solutions serving providers, payer, HIEs and ACOs. Prior to joining BPP, Mr. Stevens career included serving as Vice President of Digital Collaboration Solution, a health IT professional services firm; Senior Director for eHealth Innovation at World Congress, a leader in healthcare conference management; and Executive Director of the Pennsylvania eHealth Initiative (PAeHI), a non-profit organization founded in 2005 by Pennsylvania’s leading healthcare stakeholders to promote broader adoption of electronic health records (EHRs) and health information exchange (HIE).
Mr. Stevens is past President of the Board of the Healthcare Information Management Systems Society’s (HIMSS) Central Pennsylvania Chapter, which he co-founded. Mr. Stevens is a past recipient of the Spirit of HIMSS award, and in 2019 was named a HIMSS Fellow. Additional previous roles include serving as a Contributing Editor for Health IT Leaders & News, an advisor and co-chair for numerous Healthcare Informatics Health IT Summits, Managing Director for its Healthcare Informatics Innovation Lab Series and founding Managing Director of the National MACRA Advisory Council. His prior professional experience includes a decade each in public sector management and executive search.
Senior research data Scientist, Clinical Analytics
Jarrod Bullard, PhD. Dr. Bullard is a senior research data scientist with expertise in clinical analytics and applying rigorous statistical designs. Dr. Bullard has extensive experience in both experimental and observational research study design, employing various rigorous statistical methodologies best suited for analytic and evaluative purposes and developing and validating predictive models. His most recent experience includes studying the patient profiles of Medicare beneficiaries attributed to internists and quantifying the quality of care delivered by internists compared to their physician and non-physician counterparts, building risk stratified mortality predictive models, evaluating home-based advanced care programs for patients with advanced illness, designing studies to determine impact and quality of care among patients at end-of-life, and designing and executing randomized controlled trials to determine the impact of a care management initiative on high inpatient utilizers for a large US healthcare provider. In his current role at RTI, Dr. Bullard serves as the Associate Project Director of the RTI RarityTM project, working extensively with SDoH data and applying them to social risk stratification and population health and health equity initiatives in the private sector of healthcare. Dr. Bullard is also an adjunct faculty instructor with the Gillings School of Global Public Health at the University of North Carolina at Chapel Hill.
Senior Director, Camden Coalition
Aaron Truchil serves as the Senior Director of Data & Quality at the Camden Coalition, where he oversees the organization’s data and research activities, including the Coalition’s integrated data system that merges individual-level data from across sectors (health, criminal justice, and other social services), the Coalition’s shared savings performance evaluations, and a variety of applied health services research initiatives aimed at developing an evidence base around community-based care and cost management initiatives.
Prior to joining the Coalition, Aaron worked as a program manager at CamConnect, a non-profit data warehouse in Camden that analyzes and reports on data on the City of Camden’s revitalization. Aaron earned a Master of Science in Social Policy from the University of Pennsylvania and a B.A. from Wesleyan University. When not in the office, Aaron enjoys spending time in the mountains climbing and hiking.
Director, Community Health at Cooper University Health Care
Max Kursh, MS, is Director for Community and Population Health at Cooper University Health Care in Camden, NJ. He is responsible for outreach, education and community benefit efforts that support Camden and neighboring communities. His recent portfolio of projects includes increasing access to clinical services in the community setting, enhancing access to social determinant of health resources, and leading Cooper’s partnership with post-acute facilities. Prior to joining Cooper, Max worked as a job developer at the University of Delaware’s Center for Disabilities Studies creating vocational training opportunities for young adults with disabilities. He is a graduate of the University of Delaware and holds an MS in Health Promotion. He is a also a trained Lean Six Sigma Green Belt
